How this chart is built
A title enters the chart once it has five ratings. The order does not follow the raw average: an average based on five votes is less reliable than one based on two hundred, so it is pulled towards the catalogue-wide average all the more strongly when votes are few. That is what stops a title rated 20/20 by five people from outranking one that has a genuine consensus behind it. The rating shown, however, is the real average, and can be checked on the title's own page.
